Qualifiers
A qualifier is a condition (e.g. "weapon-context") that a phrase-watch or runbook can be gated on.
Runbooks
A runbook is a protocol map — a tree of question nodes whose answers decide the next question. A runbook with no qualifiers applies to every call; a gated runbook applies once its qualifiers match. (Tree authoring lands with Changes 2–6; for now a runbook is authored as its name, description and qualifier wiring.)
Phrases
A phrase is the thing detected (e.g. "mentions a weapon"). A phrase-watch puts a phrase in play globally, on every call or gated by qualifiers, independent of any runbook.

Phrase-watches
A phrase-watch with no qualifiers is in play on every call — this is where weapons and self-harm live. With qualifiers it is gated, only in play once all its qualifiers are active.
Call metadata
Sends a real POST /v1/tenants/:id/call-metadata -- the generic, format-agnostic, field-agnostic call-metadata ingestion endpoint (docs/design/23-session-metadata-and-call-taker-resolution.md). Simulates an upstream feed (EIDO, an ANI/ALI gateway, a CAD's own spill) telling call-assist which desk a call belongs to. Every field below is posted as a metadata key/value pair; only a tenant-DECLARED correlation key participates in resolution (the demo tenant declares externalId as its desk-identifying key and i3CallIdentifier as a session-correlating key, see devctl seed) -- an externalId that matches no real seeded desk.external_id for the active tenant is rejected with desk_not_found (a real tenant-misconfiguration error, not a silent no-op) -- verbatim shown below.
